To further address this issue, I would like you to create a new identity in IncrediMail and see if you still encounter the same problem.   To create a new identity, please click on Tools > Identities > New Identity.   Set up your identity and see if the problem continues to occur in the new identity...

In this case, please click on Tools > Options > Effects, select the option "Play notifier sounds" and unselect the option "Turn off Email Notifier sounds between 7:00 p.m. and 9:00 a.m.". Click on OK.
