Message rebound

Your Operation System: Windows 7

What have you done before the problem occurred?

If you receive any error message, please quote it precisely:
No error message

Please provide a full description of the problem:
There is an email adress I want to block and rebound the message.
When I point and click on rebound the message, after receiving the mail, I stays in the outbox and saying message is rebounding.
Restarting the computer after a while the the rebound message is still in the outbox.

The Delivery report as attachment says:

Can you please tell me what to do.
