Socket Error

What have you done before the problem occurred?

If you receive any error message, please quote it precisely:
Failed to connect to the outgoing server.""
Please try again later.

Socket error 10060, Port:25, Protocol:SMTP.A connection attempt failed because the connected party did not properly respond after a period. of time, or established connection failed because connected host has failed to respond.

Please provide a full description of the problem:
I cannot send emails, with the above message appearing.
Please help.
